Bodies controlling wrongdoing
The activities for oversight and control of wrongdoing relating to municipalities are exercised by several stakeholders that act according to their field of jurisdiction. Thus, the Commissaire à l’intégrité municipale et aux enquêtes (CIME - commissioner for municipal integrity and investigations) intervenes in conjunction with his partners. Therefore, certain disclosures must be sent to the authority competent to study them.
In accordance with the Act to facilitate the disclosure of wrongdoings relating to public bodies, the CIME may disclose information to the Public Protector (Québec Ombudsman)Public Protector (Québec Ombudsman), the Commission municipale du Québec, the Autorité des marchés publics and the Bureau de l’inspecteur général of Ville de Montréal.
The CIME also, without the consent of the whistleblower or the witnesses, send information to the bodies responsible for the prevention, detection or repression of crime or statutory offences, including the Permanent Anti-Corruption Unit, Élections Québec, a police force or a professional order.

Public Protector (Québec Ombudsman)
When a disclosure that does not concern a municipality is brought to his attention or when it does not pertain to the responsibilities of the Ministère des Affaires municipales et de l’Occupation du territoire, the CIME send it to the Public Protector (Québec Ombudsman) and close the file.
Effective May 25, 2019, the Autorité des marchés publics will receive complaints relating to a contract or a public call for tenders and disclosures of wrongdoings involving the compliance of a municipality's contract management with the normative framework.
Élections Québec receives reports regarding the Act respecting elections and referendums in municipalities. This body can investigate the application of certain chapters of this Act and institute penal proceedings for any offence set out in the Act.
